The TOT board is proposing strategies to provide 3G and 4G long-term evolution (LTE) commercial services simultaneously in a bid to close its anticipated loophole on 3G network availability.
The state telecom enterprise will ask the National Broadcasting and Telecommunications Commission (NBTC) for permission to use 30 megahertz of its 64-MHz bandwidth on the 2300-MHz frequency to provide 4G LTE service.
The exact proportion between 3G and 4G services will be finalised this month.

Mr Panthep said TOT expects the 4G LTE network to accommodate anticipated higher mobile data traffic.
He acknowledged that the state's 5,200 first-phase base stations do not have enough capacity to compete with private rivals in the long term.
TOT has cut its 3G investment budget to 16 billion baht from 29 billion originally planned.
However, Mr Panthep said the 4G plan must pass a feasibility study before implementation.
The TOT board yesterday expressed confidence that the planned 3G commercial service would start on schedule in May despite delays in finding locations for 3G sites.

It will advise the National Broadcasting and Telecommunications Commission that it is willing to give 30 megahertz of bandwidth from its 2.3GHz spectrum to the NBTC for reallocation and will keep the rest for 4G service.
The NBTC wants to reclaim part of TOT's 2.3GHz spectrum for real The watchdog vows to move quickly to auction 2.3GHz licences after it holds the auction of the 2.1GHz spectrum for 3G service, planned for the third quarter. The NBTC expects to open bidding for 2.3GHz and 1,800MHz licences in 2013 or 2014 for 4G service after it is able to reclaim the frequencies from their current holders.
The watchdog has already permitted all major telecom operators to test-launch 4G service on a non-commercial basis, using Long-Term Evolution (LTE) technology. Among those testing the service are the joint operations of Advanced Info Service-TOT and CAT Telecom-Digital Phone Co.
Under TOT's 3G roll-out plan, it will have set up 5,320 base stations nationwide by May, of which 4,908 are already in operation. In a separate matter, the board appointed senior executive vice president Montchai Noosong as acting president, effective today, after the resignation yesterday of board director Tanawat Ampunant from the acting-president post.

CAT foresees main revenue from 3G wholesale
CAT Telecom hopes the 3G wholesale-resale business will become its main revenue stream, senior executive vice president Sompol Chantaraprasert says.
The state agency has targeted revenue of more than Bt61 billion this year before rising to more than Bt76.5 in 2013 but dropping to about Bt70 billion in 2014. After that it targets slight growth again, to about Bt72 billion in 2015 and the same in 2016.
Estimated revenue last year was about Bt51.3 billion.
CAT businesses range from overseas call service to third-generation-cellular wholesale-resale and data network service. It owns the mobile-phone concessions of Digital Phone Co (DPC), TrueMove and Total Access Communication (DTAC). However, the concessions of DPC and TrueMove will end in September next year, and DTAC's in 2018.
CAT and the other state telecommunications agency, TOT, will also begin to transfer all annual concession revenue from 2014 onwards to the National Broadcasting and Telecommunications Commission, which will in turn deposit it in state coffers, as required by the 2010 Frequency Allocation Law.
CAT expects total concession revenue of about Bt26 billion this year before declining to about Bt24 billion in 2013, Bt14.9 billion in 2014, Bt14.2 billion in 2015, and Bt12.5 billion in 2016.
It has high hopes of making substantial revenue from wholesaling and retailing bandwidth of 3G-HSPA (high-speed packet access) service. It targets revenue from this business of Bt21.5 billion this year before rising to Bt36.25 billion in 2013, Bt37.35 billion in 2014, Bt38.4 billion in 2015 and more than Bt39 billion in 2016.
The state agency wholesales 3G bandwidth to Real Move, which provides the service under the TrueMove H brand. Real Move is a subsidiary of True Corp.
However, the deals on 3G service partnership between CAT and True Group are being probed by many state authorities over their legitimacy.
