CAT Telecom's board has declined to approve a Bt4-billion budget for the state agency to pay an overdue fee for connecting its 3G network to other telecom operators, pending the complete resolution of the case of doubtful legitimacy of a CAT-True Corp partnership for third-generation cellular service.
A source with the CAT executive committee said the board was concerned that if it gave its approval, it would risk being regarded as officially endorsing the legitimacy of the deals with True group.
CAT management will resubmit the request for the Bt4 billion to the board, the source said. If it does not pay the interconnection fee to other operators, which was due last year, they might take the agency to court.

The deals prompted many state authorities to probe their legitimacy, especially if they comply with the 1992 Public-Private Joint Venture Act and the 2010 Frequency Allocation Law.
Lately the Information and Communications Technology Minister Group Captain Anudith Nakornthap said the ministry is expected to announce its probe result of the deals at the end of this month.
The CAT source added that the agency had yet to pay Real Future subsidiary BFKT for 3G equipment rental under the agreement, while Real Move had yet to pay a wholesale fee to CAT, again pending resolution of the situation. CAT targeted total revenue of Bt1.4 billion from wholesaling 3G capacity last year to Real Move.
In a related matter, the CAT board may soon reconsider a proposal to spend Bt8 billion on expansion of its telecom towers and key infrastructure to broaden its 3G capacity.
Earlier, CAT planned to spend Bt12 billion on the project before trimming it down to Bt8 billion. The project was approved by the previous board last May.
