AIS, DTAC and TrueMove had earlier agreed to charge each other Bt1 per minute as an interconnection charge, before recently agreeing to adopt 45 satang on July 1, too.

Their three 2.1GHz licence-holding subsidiaries adopted the 45-satang rate at the start of the 3G service last month. The NBTC said TOT had also informed the watchdog of its plan to adopt the same 45 satang interconnection rate on July 1 for both its 3G service and fixed-line telephone service.

This will be the first time the state agency has adopted an interconnection charge. Its use will not, however, be applied retroactively to these services before July 1.

TOT is still engaged in a court dispute with DTAC and TrueMove over interconnection charges, given its challenge to interconnection-charge regulations imposed by the NBTC many years ago.

Meanwhile, True's fixed-telephone service and TT&T have yet to partake in interconnection charges with any parties.

In a related development, the NBTC board yesterday approved the draft of the standard method of calculating the interconnection charge as part of the move to create the new benchmark charge that will be applied to all telecom operators in Thailand.

The regulator will hold a public hearing on the draft next month.

CAT and TOT inform NBTC of new interconnection rate from July 1

CAT Telecom and TOT recently informed the National Broadcasting and Telecommunications Commission of their intention to adopt the new network interconnection rate of 45 satang per call minute on July 1, an NBTC source said yesterday.

CAT currently has a bilateral memorandum of understanding with each of the three incumbent private cellular operators - Advanced Info Service (AIS), Total Access Communication (DTAC) and TrueMove - on a temporary interconnection rate of 50 satang per minute.

The state agency will now, however, adopt the new rate of 45 satang per minute with all three operators, including their three 3G-2.1GHz licence-holding units.

The interconnection charge is the amount the caller's network pays to the network of the call receiver on a mutually agreed basis.

The NBTC hired Detecon Asia Pacific as its adviser on working out the new reference rate, which includes the charge for voice, SMS, MMS and data services.
