TOT seeks new broadband satellite deal with Thaicom

TOT has asked satellite operator Thaicom to enter negotiations to renew the contract under which the state agency leases bandwidth from Thaicom's iPSTAR broadband satellite.

TOT president Anont Tubtiang said this week that the state agency had already contacted Thaicom about the matter, adding that the existing six-year contract ends in December 2012.

In December 2005, Thaicom officially appointed TOT as its National Service Operator, the exclusive distributor of iPSTAR bandwidth in Thailand, for six years. TOT's cost of providing the service is reportedly around Bt27,000 per megabit per second.

The source added that TOT might have to use iPSTAR's bandwidth to serve the ICT Ministry's plan to further expand coverage of free public WiFi services across the country.

TOT and CAT Telecom are jointly responsible for the ministry's free public WiFi project, which was kicked off last December, covering 10,000 spots across the country before rising to 20,000 spots this month. The ministry targets expanding the coverage to 250,000 spots within five years.

TOT has utilised the 1.46 gigabits-per-second capacity of iPSTAR to expand its rural telephone network and provide broadband Internet service to state enterprises as well individual customers.

TOT paid a bandwidth lease fee to iPSTAR of around Bt400 million in the first year, rising to around Bt475 million per year for the remainder of the six-year contract period.

The iPSTAR satellite's footprint covers 14 countries in the Asia-Pacific region. It has total bandwidth capacity of 45 gigabits per second. Thaicom has targeted a utilisation rate for iPSTAR of at least 35 per cent of total capacity this year, up sharply from the current 24 per cent.
