TOT chief executive Yongyuth Wattanasin said under the initial agreement AIS will rent TOT's 3G network on the 2100-megahertz frequency to market 3G service on behalf of the state enterprise.

AIS will be given first priority for rental once TOT expands its 3G network capacity.

"Representatives from both parties will have an official discussion next month to settle the deal," said Mr Yongyuth.

TOT subsidiary A.C.T. runs Tower Sharing Co and Fibre Co, both of which in turn manage TOT's telecom network rental service.

The state enterprise will amass more than 15,000 mobile base stations from AIS plus TOT's existing 4,200 3G base stations and 300,000 cement telecom poles nationwide.

AIS will transfer the right of its network management and maintenance to TOT before the expiry of its 2G concession with TOT in 2015.

This will enable the state telecom enterprise to upgrade the AIS network to 3G or 4G and rent to AIS and others.

AIS still has the right to use the 900-MHz network until 2015.

TOT will charge AIS a monthly rental fee of 15,000 to 40,000 baht for each base station, depending on location.

ไฟเขียว‘เอซีที’ผนึกเอไอเอส ‘ทีโอที’ยันลงตัวก่อนสิ้นปี

นายอุดม พัวสกุล ประธานกรรมการ บริษัท ทีโอที จำกัด (มหาชน) เปิดเผยว่า ที่ประชุมบอร์ดได้สั่งให้ฝ่ายบริหารไปทบทวนแผนยุทธศาสตร์พลิกฟื้นทีโอทีระยะสั้นระยะยาวใหม่ เพื่อให้สอดคล้องกับสถานการณ์และมีข้อมูลที่อ้างอิงชัดเจน และให้นำกลับมาเสนออีกครั้งภายใน 3 เดือนข้างหน้า

ส่วนการจัดตั้งบริษัทเพื่อบริหารจัดการเสา และอุปกรณ์โทรคมนาคมนั้น บอร์ดทีโอที ได้มีมติที่ให้บริษัท เอซีที โมบาย จำกัด (บริษัทลูกของทีโอที) เป็นผู้ดำเนินการทั้งหมด โดยเอซีที โมบายจะเป็นผู้บริหารเสาและอุปกรณ์โทรคมนาคม ที่ได้รับโอนมาจากบริษัท แอดวานซ์ อินโฟร์เซอร์วิส จำกัด (มหาชน) หรือเอไอเอส จำนวน 12,000 แห่ง เสาและอุปกรณ์ของทีโอทีอีก 5,320 แห่ง

ทั้งนี้ขั้นตอนในการดำเนินการดังกล่าว ยังอยู่ระหว่างการเจรจากับ เอไอเอส เพื่อให้โอนทรัพย์สินก่อนสัญญาสัมปทานจะ

สิ้นสุดในปี 2558 และ เอไอเอส จะต้องเป็นผู้ถือหุ้นในเอซีที โมบายด้วย ส่วนสัดส่วนจะเป็นเท่าใดนั้น ขณะนี้ยังไม่มีข้อสรุป ในเบื้องต้นการร่วมทุนดังกล่าว จะต้องไม่เข้าข่ายพ.ร.บ.ว่าด้วยการให้เอกชนเข้าร่วมการงานหรือดำเนินการในกิจการของรัฐ พ.ศ.2535เพราะหากเข้าข่ายพ.ร.บ.ร่วมทุนฯ จะทำให้ขั้นตอนการดำเนินงานล่าช้า ขณะเดียวกันทีโอทีจะต้องดำเนินการอย่างถูกต้องตามกฎหมาย

AIS nearing 3G rental accord with TOT

Mobile leader Advanced Info Service (AIS) is close to sealing a partnership with its concession owner TOT Plc to provide third-generation (3G) mobile service on the state telecom enterprise's network.

"Representatives from both parties will have an official discussion next month to settle the deal," said Mr Yongyuth.

TOT subsidiary A.C.T. runs Tower Sharing Co and Fibre Co, both of which in turn manage TOT's telecom network rental service.

The state enterprise, meanwhile, could manage the network itself or hire a private firm such as AIS to handle maintenance.

Mr Yongyuth said TOT will hold a large stake in the two subsidiaries but no more than 49% in each venture.

The remaining shares will be reserved for AIS and other private operators wanting to rent on the TOT network.

"All these processes will have to be completed before Dec 20 next year, after which TOT will not be able to book all concession-related revenue as its own," said Mr Yongyuth.

TOT will be hit hard over the next two years as AIS's 2G mobile concession lapses.

AIS pays TOT about 20 billion baht a year in concession fees, Mr Yongyuth acknowledged.

Gp Capt Anudith Nakornthap, the information and communication technology minister, said he is pleased to see TOT can work with AIS to promote the state enterprise's 3G services for mutual benefit.

The National Broadcasting Telecommunications Commission last week approved three draft regulations governing telecom infrastructure sharing.

The three regulations deal with mobile network sharing, mobile network roaming and mobile virtual network service.

The draft will be published in the Royal Gazette.
