True Move, AIS want quick 2G licensing auctions


Third-ranked mobile operator True Move is urging the National Broadcasting and Telecommunications Commission (NBTC) to open a licensing auction for its 2G concession once it expires next year.

Digital Phone Co (DPC), the mobile arm of Advanced Info Service (AIS) that operates mobile phones on the 1800-megahertz frequency, made the same request to ensure no service disruption.

Suphachai Cheravanont, the chief executive of True Corp, said the Thai telecom industry should be fully liberalised and shift to a licensing system ending two decades of concessions.

He said the NBTC needs to draw a clear picture about what will happen to frequency, customer service and network maintenance after the 2G mobile concessions expire.

"We need a clear policy to prepare ourselves for possible uncertainties," he added.

The concessions of True Move and DPC are due to expire in September 2013.

The NBTC's telecom committee is likely to implement a special measure to allow mobile operators to continue their service for a period before transfering their customers to other networks.

Under the NBTC spectrum management master plan, both TOT and CAT as state agencies are obliged to return their concession spectrums to the NBTC for reallocation once their concessions with private companies expire.

Settapong Malisuwan, the NBTC's telecom committee chairman, said it would be difficult in practice to transfer all concessions to a new structure.

CAT and TOT insist they want to keep the expired spectrums of their concessionaires by themselves to generate revenue. The state telecom enterprises have asked the Information and Communication Technology Ministry for support on the matter. CAT will also consult the Council of State.

If the two enterprises are allowed to keep their spectrums, they would allow telecom operators to use them via wholesale or MVNO contracts.

But Mr Suphachai said customers have the right to choose what networks or services they want to use.

True Move and DPC hold concessions under CAT Telecom. True Move has 17 million subscribers while DPC has almost 80,000 customers.

The NBTC studied a few post-concession options for the 1800-MHz frequency. One is the NBTC extending the concession period for True Move and DPC to allow them to transfer their subscribers to other operators' networks.

But the NBTC has to make clear first whether True Move and DPC still have to pay concession fees to CAT during the grace period.
